Ordinance No. 1508 <br /> <br />WHEREAS, with up to a 90% reduction in the treated water supply, the <br /> entire Valley is essentially dependent on its groundwater <br /> pumping capabilities to supply all Valley-wide customer <br /> demands; and <br /> <br />WHEREAS, in order to work within these drastic cuts in surface water <br /> deliveries from the State and still meet the upcoming summer <br /> demands in the V. alley, Zone 7, with cooperation of the City <br /> of Pleasanton and the California Water Service of Livermore, <br /> has proposed a Valley-wide production and distribution plan <br /> which will pool all of the Valley-wide groundwater pumping <br /> facilities to pump out of the local groundwater basin; and <br /> <br />WHEREAS, this plan will work, however, only if Valley-wide demands <br /> during the upcoming summer months are reduced as provided <br /> herein from 1990 demands; and <br /> <br />WHEREAS, this plan will require a somewhat different form of <br /> conservation because (a) water saved one day does not <br /> necessarily increase the supply on another day, (b) <br /> conservation must be effective each day in summer to stay <br /> within the amount that can be pumped each day, and (c) this <br /> plan has been devised to meet limitations on peak summer flows <br /> rather than to reduce average total flows, as many water <br /> rationing plans do; and <br /> <br />WHEREAS, an analysis of water supplies indicate water available from <br /> all of the City's sources may be insufficient to meet average <br /> demand for the summer period; and <br /> <br />WHEREAS, the regulations and fees hereinafter enacted are designed to <br /> discourage non-essential or wasteful uses of water, to <br /> encourage conservation, to minimize peak load demands on City <br /> facilities, to conserve the water supply of the City for the <br /> greatest public benefit with particular regard to domestic <br /> use, community economic viability, sanitation, and fire <br /> protection; and <br /> <br />WHEREAS, the water use allocations hereinafter established will spread <br /> the burden of reduced use equitably over all consumers of City <br /> water, consistent with the City's ability to administer such <br /> allocations. <br /> <br />NOW, THEREFORE, BASED ON THE ABOVE FINDINGS, IT IS HEREBY ORDAINED BY <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON, CALIFORNIA: <br /> <br />Section 1. Chapter 9.30 "Water Conservation Plan" is hereby added to <br /> the Pleasanton Municipal Code, to read as follows: <br /> <br /> 2 <br /> <br /> <br />
