Waa~AS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> CITY OF PLEASANTON <br /> COUNTY OF ALAMEDA <br /> STATE 0F CALIFORNIA <br /> RESOLUTION NO. 74-5 <br /> <br />NECESSITY OF OBTAINING PUBLIC BIDS <br /> <br /> the City of Pleasanton owns a waste water treatment plant <br /> located on Sunol Boulevard and known as the Sunol Plant, <br /> and <br /> the Regional Water Quality Control Board has recently ad- <br /> vised the City through a checking program report of stron[ <br /> septic odors emanating from the City waste treatment fa- <br /> cilities which were evident in downtown Pleasanton and <br /> the City is obligated to report back to the Regional <br /> Water Quality Control Board within fifteen (15) days of <br /> what steps will be taken to correct the situation; and <br /> according to a report dated January 7, 1974, the Assistant <br /> City Manager/Director of Public Works advised the City <br /> Council that structural failures have occurred in the <br /> existing digester which is causing sewer gases to escape <br /> from said digester, thus creating an immediate and ex- <br /> treme hazard to the public health, safety and welfare; and <br /> the Assistant City Manager/Director of Public Works ad- <br /> vised that in addition to the replacement of the digester <br /> it will be necessary to replace the media in the trick- <br /> ling filter located at the above plant as efforts to con- <br /> trol the odor problem emanating therefrom; and <br /> due to the potential failure of the digester and the <br /> resulting hazard to the public health, safety and welfare <br /> which is being created by the same, replacement of the <br /> digester must occur as soon as possible} and <br /> there are two methods by which it is possible to rectify <br /> the problem of run-off from the City's sprinkling area, <br /> either by diversion of approximately 500,800 gallons of <br /> <br /> <br />
