CITY OF PLEASANTON <br /> COUNTY OF ALamEDA <br /> STATE OF CALIFORNIA <br /> RESOLUTION NO. 79-17 <br />A RESOLUTION CERTIFYING THE FII~L ENVIRONMENTAL D~ACT REPORT <br />ON TttE SUNOL-PLEASANTON-LIVERMORE RAILROAD TRACK CONSOLIDATION <br /> <br />WHEREAS, <br /> <br />in 1978, a joint application was made to the Public Utilities <br />Commission by the Cities of Livermore and Pleasanton, and <br />Alameda County (serving as lead agency) to consolidate the <br />tracks of the Western Pacific and Southern Pacific Railroad <br />Companies which traverse the Cities of Livermore and Pleasanton <br />and the unincorporated area of Alameda County; and <br /> <br />WHEREAS, <br /> <br />the application for the project, which included several grade <br />separations and closures of existing grade crossings, was <br />reviewed by the Public Utilities Cornmission and ranked <br />number five; and <br /> <br />WHEREAS, <br /> <br />subsequent to receiving the Public Utilities Commission rank- <br />ing, the preparation of an Environmental Impact Report was <br />begun; and <br /> <br />WHEREAS, <br /> <br />at the City Council meeting of February 13, 1979, the Final <br />Environmental Impact Report and staff reports were received <br />and reviewed by the Council; and <br /> <br />WHEREAS, <br /> <br />a public hearing was held on the Final EIR by the City Council <br />at its meeting of February 13, 1979, at which time members of <br />the public were given an opportunity to speak in favor or <br />against the Environmental Impact Report; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS <br />FOLLOWS: <br /> <br />Section 1. Certifies the Final Environmental Impact Report on the <br /> Sunol-Pleasanton-Livermore Track Consolidation Project as <br /> adequate and complete. <br /> <br />being <br /> <br />Section 2. Certifies that the Environmental Impact Report has been <br /> completed in compliance with the California Environmental <br /> Quality Act and State Guidelines. <br /> <br />Section 3. Certifies that the City Council has reviewed and considered <br /> the information in the Environmental Impact Report. <br /> <br />Section 4. Finds that the project alternatives would have a signifi- <br /> cant adverse impact on the environment and that those impacts <br /> are the ones identified on page 178 of the Environmental <br /> Impact Report, and the potential traffic congestion at the <br /> intersections of Main Street and Del Valle Parkway and <br /> Stanley Boulevard and Main Street in Pleasanton; and <br /> <br />Section 5. Establishes the boundaries of the impacts as the City of <br /> Pleasanton; the unincorporated area adjacent to the Western <br /> Pacific and Southern Pacific rights-of-way between the eastern <br /> Pleasanton City Limits and western Livermore City Limits; and <br /> <br /> <br />
