THE CITY OF <br /> "'r" CITY COUNCIL AGENDA REPORT <br /> LEASANTON© <br /> May 15, 2018 <br /> Police <br /> TITLE: APPROVAL OF CONTRACT AMENDMENT WITH ALL CITY <br /> MANAGEMENT SERVICES (ACMS) IN THE AMOUNT OF $390,727.59 <br /> FOR CROSSING GUARD SERVICES <br /> SUMMARY . <br /> The Police Department is requesting approval to renew its one year contract with All <br /> City Management Services to provide Crossing Guard Services for FY 2018-2019 <br /> ($390,727.59). <br /> Services include an outsourced crossing guard program to perform school crossing <br /> guard services for the City of Pleasanton and the Pleasanton Unified School District. <br /> We are requesting crossing guard services by qualified adult crossing guards at 21 <br /> locations totaling 20,304 hours during the school year, as well as, 57 hours coverage for <br /> the summer school session. All City Management Services will provide all Crossing <br /> Guard Services, including training supervision and administration of the program. <br /> RECOMMENDATION <br /> It is recommended that the City Council approve the one year contract with All City <br /> Management Services (ACMS) in the amount of $390,727.59 for Crossing Guard <br /> Services. <br /> FINANCIAL STATEMENT <br /> The proposed one year contract for $390,727.59 would provide the City of Pleasanton <br /> with adult crossing guards for 20,361 hours during the school year and for the summer <br /> school session for fiscal year 2018-2019. The original contract which allows for <br /> extensions is silent on the capping of fees. In the first amendment to the contract, City <br /> Council approved an increase in the cost for services. <br /> All City Management Services explained the increase in cost due to mandated minimum <br /> wage increases. During the life of this contract the increase in minimum wage increased <br /> by $1.50 per hour. With those increases come an approximately .35 cents in taxes, fees <br /> and insurance costs for each dollar increase. The increase in the hourly rate is $1.35, <br /> exactly the rate on the increase created by the minimum wage increase. <br />
