BACKGROUND
The City of Pleasanton has contracted with a consultant to provide Adult Crossing
Guard services for Pleasanton Elementary School children since 1999. The City has
utilized All City Management Services to administer the Adult Crossing Guard Service
program with oversight provided by the Police Department. The City of Pleasanton's
contract with All City Management to provide Adult Crossing Guard expires in July
2018.
DISCUSSION
In 2015 staff conducted a Request for Proposal process to select an experienced,
professional Crossing Guard Company to provide adult crossing guard services for the
City of Pleasanton and Pleasanton Unified School District. Crossing Guard Services are
provided at 22 locations totaling 180 days during the traditional school year and 19 days
during the summer session. Adult Crossing Guards work 4 hours per day, 2 hours prior
to the start of school and 2 hours after school lets out. The projected hours annually
total 20,361 hours.
The RFP was sent to twenty two potential vendors and was posted on the City of
Pleasanton's website. All City Management and another private security guard company
responded with proposals. All City Management Services was selected based upon
their competitive bid cost, their history of reliability, and their familiarity and expertise in
providing Adult Crossing Guard Services in the City of Pleasanton and other
jurisdictions.
Submitted by: Fiscal Review: Approved by:
D id.
