RESOLUTION NO. 2025-020 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING THE AFFORDABLE HOUSING AGREEMENT WITH SQUARE MILE <br /> PLEASANTON, LLC FOR THE MULTI-FAMILY AFFORDABLE RENTAL HOUSING <br /> PROJECT AT 3300 BUSCH ROAD, PART OF THE VILLAGES AT THE QUARRY <br /> RESIDENTIAL DEVELOPMENT <br /> WHEREAS, Square Mile Pleasanton, LLC has made an application to the City for an <br /> Affordable Housing Agreement related to its 102-unit multi-family residential project as part of its <br /> Villages at the Quarry project on an approximately XX-acre portion of the 51.62-acre site identified <br /> in the City's adopted 2023 Housing Element as the Kiewit Site, located at 3300 Busch Road <br /> (Housing Site Compliance Review (Case No. P23-0480) and Vesting Tentative Map 8680 ("the <br /> Project"); and <br /> WHEREAS, on April 23, 2025, the Planning Commission approved the above-referenced <br /> applications for ); and reviewed and recommended approval of the Affordable Housing <br /> Agreement for the Project; and <br /> WHEREAS, the Affordable Housing Agreement (AHA) provides that Square Mile <br /> Pleasanton, LLC shall construct the multi-family residential project consisting of 101 deed- <br /> restricted affordable units and one unrestricted staff unit for a total of the 102 multi-family rental <br /> units to be available to households with incomes at or below 80 percent (low-income) of the Area <br /> Median Income (AMI) to comply the Project's requirements under the Inclusionary Zoning <br /> Ordinance, subject to further provisions as outlined in the AHA; and <br /> WHEREAS, a duly noticed public hearing was held by the City Council on May 20, 2025, <br /> at which time the public was given the opportunity to comment on the Affordable Housing <br /> Agreement; and <br /> WHEREAS, the City Council considered all the information regarding the terms of the <br /> Affordable Housing Agreement. <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: <br /> SECTION 1. CEQA Findings. The City Council has independently reviewed and analyzed <br /> the 15183 Consistency Checklist prepared for the Project pursuant to the City of Pleasanton 2023- <br /> 2031 (6th Cycle) Housing Element Update Environmental Impact Report (SCH# 2022040091) <br /> (Housing Element Update Final EIR or FEIR) and has considered the information contained therein. <br /> The City Council finds the CEQA Guidelines Section 15183 Consistency Checklist and Mitigation <br /> Monitoring and Reporting Program (MMRP) prepared for the Project pursuant to the City of <br /> Pleasanton Housing Element Update FEIR satisfies the requirements of CEQA and represents the <br /> independent judgment and analysis of the City of Pleasanton as lead agency for the Project. <br /> Accordingly, the City Council makes the following findings for adoption of the 15183 <br /> Consistency Checklist and MMRP prepared for the Project pursuant to the City of Pleasanton <br /> Housing Element Update FEIR: <br /> 1. There are no new significant effects peculiar to the Project or its site; <br />
