THE CITY OF L��Sf�NTONm CITY COUNCIL AGENDA REPORT 13 July 16, 2013 Fire TITLE: EXECUTION OF A MEMORANDUM OF UNDERSTANDING AUTHORIZING THE CITY TO RECEIVE 2012 UASI GRANT FUNDS FROM THE CITY AND COUNTY OF SAN FRANCISCO SUMMARY The Livermore-Pleasanton Fire Department (LPFD) has been awarded an Urban Areas Security Initiative (UASI) Grant by the U.S. Department of Homeland Security/Federal Office of Emergency Services, through the California Emergency Management Agency (CaIEMA). The UASI Grant will reimburse the City for the replacement purchase of a "Prime Mover"; which is a tow vehicle used to transport the LPFD HazMat Emergency Response Team trailer. The total reimbursement will not exceed $65,000. The City and County of San Francisco (CCSF), a municipal corporation, acting by and through the San Francisco Department of Emergency Management (SFDEM), is the Fiscal Agent for the UASI Grant Approval Authority, Grant guidelines require the City and the CCSF to enter into a cooperative agreement, outlining the responsibilities of both parties. RECOMMENDATION Authorize the City Manager to execute a Memorandum of Understanding (MOU) between the City and the CCSF to receive UASI Grant funds, on a reimbursement basis, for the purchase of a Prime Mover in support of the LPFD HazMat Emergency Response Team. FINANCIAL STATEMENT The maximum grant reimbursement amount is $65,000. This amount will cover 100% of the vehicle's cost, excluding tax which is not an allowable reimbursable expense under the Grant guidelines. There will be a need to outfit the vehicle with a trailer hitch at an estimated cost of $10,000. The trailer hitch purchase and installation are aftermarket costs and will not be part of the reimbursable Grant expenses. Due to the joint response the HazMat Emergency Response Team provides, this cost will be equally shared between the cities of Pleasanton and Livermore.
