"'Z,/ CITY OF PLEASANTON
STAFF
REPORT

September 22, 1981

HONORABLE CITY COUNCIL
Pleasanton, California

Authorization to Purchase New Street Sweeper

Members of the Council:

This year's approved budget contains an appropriation of $80,000
for purchase of a street sweeper to replace our existing 10 year
old 3-wheel Wayne street sweeper.

We have prepared specifications for this piece of equipment and
have solicited bids. Only one bid (copy attached) was received
from the Western Traction Company for a net price (with tax and
trade-in) of $74,578.86. They propose to provide a Model 12 FMC
4-wheel sweeper which fully complies with our specifications.

The bid for the equipment is within budget and we definitely
recommend that it be acquired. However, since there is always
some concern over cash flow for capital improvements and major
purchases, we asked for a proposal on a lease-purchase plan
and received the attached proposal for paying for the sweeper
over a 5-year period. As you will note they offer to finance '
the purchase for an interest add-on of 5-3/4% per year with no
prepayment penalty. This would give monthly payments of $1600.34
over 60 months for a total payment of $96,020.28.

We feel that the proposed finance program is very favorable to
the City and that we should opt for this plan.

It is therefore recommended that your Council, at your meeting
Of September 29, 1981, approve the purchase of the street sweeper
from Western Traction Company under their "Municipal Rental Plan"
as described in their letter of September 15, 1981 and that the
City Manager be authorized to execute appropriate documents for

this transaction.

Respectfully submitted,

R. L. Warnick
Director of Public Works
and Utilities

~s R. Walker
City Manager

SR 81:328
