17.5. <br /> <br />Rejection of Probationary Employee - Promotional Appointment <br /> <br />Any employee rejected during the probationary period <br />following a promotional appointment or at the conclusion <br />of the probationary period shall be reinstated to a <br />position in the class from which he/she was promoted. <br /> <br />Section 18. Promotion <br /> <br />Promotional or open-promotional examinations may be <br />conducted whenever in the opinion of the Personnel <br />Officer the needs of the service require. Only <br />employees who meet the requirements set forth in the <br />examination announcements may compete in promotional <br />examinations. <br /> <br />Insofar as consistent with the best interests of the <br />service all vacancies in the competitive service shall <br />be filled by promotion from within the competitive <br />service after a promotional examination has been given <br />and a promotional list established. <br /> <br />Upon completion of all promotional testing, the names <br />of the persons having the highest three (3) scores on <br />the eligibility list shall be submitted to the depart- <br />ment head for his/her consideration. <br /> <br />An employee meeting the minimum qualifications may <br />be temporarily promoted to an authorized position on an <br />"acting" basis. The employee temporarily promoted shall <br />be compensated at the pay rate for the position he/she is <br />filling, until such time as the position is filled on a <br />permanent basis or he/she returns to his/her previous <br />position. <br /> <br />If, in the opinion of the Personnel Officer, a vacancy in <br />the position could be filled better by an open-competitive <br />examination instead of promotional examination, he/she <br />shall arrange an open-competitive employment list. <br /> <br />Section 19. Transfer <br /> <br />An employee may be transferred by the Appointing Authority <br />to a comparable position. For purposesof this section a <br />comparable position is one with the same maximum salary, <br />involving the performance of similar duties and requiring <br />substantially the same minimum qualifications. <br /> <br />If the transfer involves a change from one department to <br />another both department heads. must consent thereto unless <br />the qity Manager orders the transfer for purposes of <br />economy and efficiency. Transfer shall not be used to <br />effect discipline or a promotion or advancement. <br /> <br />-19- <br /> <br /> <br />
