18.3 <br /> <br />All new employees hired by the City after the date <br />of adoption by the City Council of this revised <br />Educational Incentive Plan shall be eligible for <br />educational incentive pay for eligible degrees or <br />college credits earned prior to their date of <br />employment at the time they reach the top step of <br />their classification's salary range. <br /> <br />NOTE: Job relatedness shall pertain to both the <br />relationship of the field of study to the position <br />held by the employee and, the relevance of the edu- <br />cational level to the employee's position. <br /> <br />Educational Standards Committee <br /> <br />An Educational Standards Committee comprised of the <br />PCEA President, Assistant to the City Manager and appro- <br />priate Department Head shall be established for the <br />purposes of: <br /> <br />Determining the eligibility of each employee to <br />enroll in the Educational Incentive Program. <br /> <br />Determining in advance of enrollment in the Edu- <br />cational Incentive Program the job relatedness of <br />the educational level the employee intends to pursue. <br /> <br />NOTE: The burden of proof as to the job relatedness <br />of specific educational'levels shall be upon the <br />employee. The Educational Standards Committee may <br />require the employee to furnish any documentation <br />deemed necessary in the Committee's determination of <br />job relatedness. <br /> <br />Determining successful completion of the educational <br />level for which educational incentive pay is to be <br />received. <br /> <br />18.4 <br /> <br />Enrollment Procedures <br /> <br />Employees wishing to enroll <br />Plan must do the following: <br /> <br />in the Educational <br /> <br />Incentive <br /> <br />-27- <br /> <br /> <br />
