WHEREAS, CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 82-158 A RESOLUTION APPROVING AMENDMENTS TO THE GENERAL PLAN CHANGING THE LAND USE DESIGNATIONS FOR TWO SITES IN THE PLANNING AREA at its meeting of May 11, 1982, the City Council received applications for General Plan amendments regarding the following properties: Application of the City of Pleasanton to amend the General Plan land use designation of several properties on the west side of Martin Avenue between Mohr Avenue and the Arroyo Mocho and an approximately 45 acre site east of Martin Avenue immediately south of the Arroyo Mocho from "Medium Density Residential" and "Sand and Gravel Harvesting" to "Low Density Residential".(GP-81-9) Application of the Roman Catholic Bishop of Oakland and Devcon Development, Inc. to amend the General Plan designation of an approxi- mately 3.9 acre parcel of land located on the east side of Santa Rita Road approximately 250 ft. north of its intersection with the Southern Pacific railroad tracks from "Medium Density Residential" to "General and Limited Industrial" (GP-82-1); and the Planning Commission has held public hearings on these proposed changes and has made recommendations for approval concerning same; and the City Council determined that a Negative Declaration regarding GP-81-9 and a Mitigated Negative Declaration regarding GP-82-1 were appropriate for the proposed General Plan amendments and adopted Resolutions 82-156 and 82-157 approving the Negative Declaration and the Mitigated Negative Declaration; and the City Council held public hearings with respect to the General Plan amendments at which time any member of the public was offered the opportunity to address the City Council on said amendments; and WHEREAS, after the close of the public hearing, the City Council deliberated upon the proposed amendments,
