Nothing herein shall preclude Owners, their <br />successors and assigns, from submitting plans for said lots <br />during the period in which the issuance of building permits <br />is forbidden by this agreement or at any other time. <br /> <br /> 2. It is mutually understood that the effect of this <br />agreement is to extend until April 4,1983, the time within <br />which building permits can be obtained for Lots 4, 8, and 10 <br />without the expiration of three sewer system connection permits; <br />and to extend until April 4, 1984, the time within which <br />building permits can be obtained for Lot 9 without the' <br />expiration of the final sewer system connection permit. <br /> <br /> THIS AGREEmeNT executed the 24th day of August, 1982, <br /> <br />Dr~ Howard F.
