WHEREAS, in June of 1982, as a result of a broader review <br /> <br />of the North Pleasanton circulation pattern occasioned by <br />the City's consideration of the Hacienda Park development <br />plan, the City determined that it would be preferable to revise <br />the intersection configuration at Johnson Drive and Hopyard <br />Road, necessitating revision of the circulation plan for <br />Pleasanton Park, to better accommodate the circulation plan' <br />for the entire North Pleasanton area (the "Realignment Plan"); <br /> <br />a copy of the Reali nment Plan is attached hereto as Exhibit A; <br />detailed plots of t~e affected parcels are attached as Exhibits B-l, B-2~ <br /> W~IEREAS, as a result of the traffic circulation needs B-3 and B-4. <br /> <br />occasioned by development in the North Pleasanton area, <br />including Pleasanton Park and Hacienda Park, City has <br />taken preliminary steps to form an assessment district <br />entitled North Pleasanton Assessment District, AD-1982-4 <br />("NPAD"), which would finance major improvements to the <br />circulation system in the North Pleasanton area; <br /> <br /> WHEREAS, the Realignment Plan is contemplated as one <br /> <br />of the major improvements to be constructed pursuant to the <br /> <br />NPAD: <br /> <br /> WHEREAS, construction of the realigned Johnson Drive <br /> <br />pursuant to the R~alignment Plan is required as soon as <br />practical in order to provide access to R & B projects <br />currently under construction and to minimize disruption to <br />the Hopyard Road corridor by timing construction with the <br />Hopyard Road widening project now under construction; <br /> <br /> W]tEREAS, the purpose of this Memorandum of Intent is t <br /> <br />set forth the understanding of the parties as to how the <br /> <br /> -2- <br /> <br /> <br />
