Implementation Program 2: To exempt subsidized
housing projects meeting appropriate design and
location criteria from the requirements of the
growth management program.

In accord with the 13% lower income housing policy this program
has already been implemented. Past growth management practices
have provided that 10% of each yearly authorization for allo-
cation made by the City Council be for "subsidized lower-income

housing." Such housing has been defined as that "qualifying

for any state or federal subsidized housing program designed to
provide housing to households eligible for federal lower income
assistance programs as defined by the Department of Housing and
Urban Development."

Implementation Program 3: To encourage inclusion of
subsidized housing units in market rate housing
projects and to encourage inclusion of market rate
housing units in subsidized housing projects.

In order to accomplish integration of lower and moderate income
housing within the community, the concept of "scattering and
blending" as opposed to concentrating subsidized housing is
seen as an essential ingredient of the housing program.

-18-
