Implementation Program 1: To allocate more than 25% <br />of each year's residential development permits to <br />multi-family housing through a growth management <br />program. <br /> <br />Growth Management is a major housing regulatory tool of the City. <br />Almost all new residential construction is reviewed under the <br />program. The program provides that the City Council shall con- <br />sider the general plan policies concerning the mix of residential <br />uses prior to awarding development permits. <br /> <br />Implementation Program 2: To exempt certain multi- <br />family rental housing proposals from the require- <br />ments of the growth management program. <br /> <br />In order to further encourage multi-family construction, especially <br />of rental housing, the above noted implementation program will <br />allow the development of certain projects without the rigorous <br />procedural requirements of the growth management program. Currently <br />multi-family rental projects of four dwelling units or less and <br />lower income projects (units affordable to households earning 80% <br />or less of the Bay Area median income) are exempt from those <br />procedures.
