Mr, Robert L. Warnick
September 16, 1982
Page 3

,AMP DRESSER & MCKEE INC.

The preliminary thickness of the wall and floor sections will be determined
by water, soil and seismic loading conditions. The type of roof structure,
its thickness, and the spacings of the support columns will be determined
by loadings on the roof and seismic conditions.

Task 4 - Evaluate Each Concept

Preliminary construction costs and maintenance costs will be made for each
of the conceptual layeuts prepared in Task 3. The concepts will then be
evaluated relative to each other, considering reservoir type, construction
costs, maintenance costs, aesthetics, visual impacts, and other aspects.

Task 5 - Prepare Report

A brief report will be prepared that will describe CDM's work, the concep-
tual layouts and their evaluation. Based upon the evaluation process in
Task 4, a "best conceptual layout" will be recommended to the City.

Task 6 - Meet with the City

Upon completion of Task 5, meet with the City to describe and discuss all
conceptual layouts and the recommended layout.

Phase Two - Design

Task 7 - Prepare Preliminary Design

Based upon the recommended conceptual layout from Task 5, and upon approval
thereof by the City, expand upon the layout to produce a preliminary design
of the Foothill Reservoir. This preliminary design will include piping and
valving arrangements, reservoir dimensions, roof support systems, and other
features all in detail sufficient to arrive at a reliable preliminary cost
estimate of the completed works. Prepare a preliminary estimate of the
costs of construction.

Task 8 - Meet With the City

Meet with the City, explain the preliminary design, and discuss and resolve
any problems or constraints relating thereto.

Task 9 - Prepare Final Design

Following approval of the preliminary design by the City, the final design
to determine the structural requirements of the reservoir wall, roof, roof
support system, floor, and piping and valving will be completed. Consid-
eration will be given to the results for the geotechnical analysis from
Task 2.
