Finding: Formation and implementation of assessment districts <br />to provide. for system improvements will Mitigate impacts. <br /> <br />Fact: Assessment district improvements will provide for <br />freeway interchange improvements, freeway and local street <br />widening, traffic control signals, and similar improvements <br />to accom~odate increased traffic levels in the North Pleasanton <br />area. <br /> <br />Finding: TransiC and transportation systems mana%ement <br />programs will reduce the traffic levels during colmute <br />hours. <br /> <br />Fact: Certain c6mpanies within the project will be required <br />to participate in a program of vanDaolin~, carpooling, and <br />alternative ~zork-hours in order to reduce she dependence on <br />the single-occupancy vehicle and the traffic congestion. <br /> <br />Finding: Phasing of project buildout in conjunction with <br />necessary improvements will reduce the imeacts of increased <br />traffic levels. <br /> <br />Facts: The phasing of construction and corresponding <br />traffic-related improvements will provide for gradual <br />accommodation of capacity needs and prevent congestion <br />beyond acceptable service levels. <br /> <br />Finding: Economic, social, and ev{ronmental considerations <br />make further reductions in the scale of the project infeasible. <br /> <br />Facts: The scale of the project is necessary in maintaining <br />the marketability of the site in order to provide increased <br />employment opportunities to the local community and to <br />increase the tax base of the City. <br /> <br />Significant Effect: <br />unaccepEable noise <br />areas. <br /> <br /> increase in traffic levels will create <br />levels affecting existing residential <br /> <br />Finding: The use of construc[ion techniques, insulation <br />materials, and soundwallq will reduce noise to acceptable <br />levels. <br /> <br />Facts: The project developers will be reol~ired ~n conduct <br />accoustical analyses in the residential areas ~o determine <br />and fund necessary noise mitigation measures. <br /> <br />Finding: Economic and social considerations make ~limination <br />of traffic-related noise increases infeasible. <br /> <br />F~cts: The scale and types of uses proposed for the prdject <br />are necessary in maintaining the marketability of the site <br />in order to provide increased emplnT~ment oppo}tunities to <br /> <br /> <br />
