Section 3: To the extent that there may have been any <br /> potentially significant environmental effects of <br /> this discrete project, the conditions of approval <br /> (Exhibit "A") and measures undertaken since the <br /> completion of the Hacienda Business Park Project <br /> EIR have reduced such impacts to insignificant <br /> levels. <br /> <br />Section 4: With respect to the cumulative effects of con=inuing <br /> building by building developmen= of Hacienda <br /> Business Park, of which this projec= is a part, <br /> the City Council finds that potential significant <br /> environmental effects either (1) have been mitigaEed <br /> by conditions of approval placed on the development <br /> of projects within the Hacienda Business Park, <br /> including conditions of approval of Parcel Map <br /> 3858 and individual, lot by lot development; (2) <br /> require mitigation by another public agency having <br /> jurisdiction; or (3) cannot be mitigated except by <br /> mitigation measures found to be infeasible. The <br /> facts and findings supporting this findin~ are <br /> summarized in the Environmental Impact Findings, <br /> attached hereto as Exhibit "B" and incorporated <br /> herein by reference and as are more fully found in <br /> the administrative record of the Hacienda Business <br /> Park Project and this development application. <br /> All references in Exhibit "B" to the "Project" are <br /> for Hacienda Business Park; all references to the <br /> "Developer" are to Prudential and Callahan-Pentz <br /> Properties. <br /> <br />Section 5: <br /> <br /> The City Council further finds that although not <br />all significant cumulative environmental effects <br />have been reduced to an insignificant level as <br />defined in the CEQA guidelines, the remaining <br />unavoidable significant environmental effects are <br />acceptable because this development, in conjunction <br />with the development of the area within the Hacienda <br />Business Park, will have economic, social, environmental, <br />and other benefits which outweigh any impacts <br />which may occur; said benefits include provision <br />of local jobs in a net out-commuting community; <br />jobs which match local labor force characteristics; <br />potential reduction in total work trip length and <br />reduced regional emissions; social benefits of <br />more time for family and community life due to <br />reduced work trip commute times; significant <br />construction jobs over a 25-year period; Positive <br />fiscal impact upon the City's ~eneral fund; increased <br />tax base and diversification of employers insulatin~ <br />the City and community from adverse effects of <br />single-employer labor decisions; improvements of <br />the circulation system in northern Pleasanton, <br />including improved emergency vehicle response <br />times; reduction in flood hazard in presently <br />urbanized areas; improvement of ambient noise <br /> <br />-2- <br /> <br /> <br />
