EIR, an amendment to the Growth Management Element <br />of the General Plan would have to be aDproved by <br />the City. <br /> <br />Section 5: With respect to the cumulative effects of continuing <br /> building by building development, the City Council finds <br /> that potential significant environmental effects either <br /> (1) have been mitigated by Project conditions of <br /> approval (Exhibit "A"); (2) require mitigation by <br /> another public agency having jurisdiction; or (3) cannot <br /> be mitigated except by mitigation measures found to be <br /> infeasible. The facts and findings suDportin~ this <br /> finding are summarized in the Environmental Impact <br /> Findings, attached hereto as Exhibit "B" and incorDorated <br /> herein by reference and as are more fully found in the <br /> administrative record of this Project. All references <br /> in Exhibit "B" to the "Project" are for Hacienda Business <br /> Park, all references to the "Developer" are to Prudential <br /> and Callahan-Pentz Properties. <br /> <br /> The City Council further finds that although not all <br />significant environmental effects have been reduced <br />to an insignificant level as defined in the CEQA <br />guidelines, the remaining, unavoidable significant <br />environmental effects are acceDtable because the <br />Project's economic, social, environmental, and other <br />benefits outweigh any impacts which may occur; said <br />benefits include provision of local jobs in a net <br />outcommuting community; positive fiscal impact upon <br />the City's general fund; increased tax base and <br />diversification of employers insulating the City and <br />community from adverse effects of single-employer <br />labor decisions. <br /> <br />Section 6: The City Council further finds that this Droject <br /> conforms to the requirements and Durposes of the City's <br /> zoning ordinance, is in the best interests of the public <br /> health, safety, and general welfare, and is consistent <br /> with the goals and policies of the Pleasanton General <br /> Plan. That based on the best estimate of the jobs/housing <br /> balance in Pleasanton given development of this Project and <br /> all other approved projects, the project is consistent <br /> with the balanced Erowth policies contained in the <br /> Growth Management Element of the General Plan. <br /> <br />Section 7: The City Council approves Case Z-83-110, the applica- <br /> tion of Prudential Insurance Company for two industrial <br /> park buildings as herein described subject to the <br /> conditions shown on Exhibit "A" attached hereto and <br /> made part of this case by reference. <br /> <br />Section 8: This resolution shall become effective immediately <br /> upon its passage and adoption. <br /> <br />-2- <br /> <br /> <br />
