EIR, an amendment to the Growth Management Element <br />of the General Plan would have to be apDroved by <br />the City. <br /> <br />Section 5: With respect to the cumulative effects of continuing <br /> building by building development, the City Council finds <br /> that potential significant environmental effects either <br /> (1) have been mitigated by Project conditions of <br /> approval (Exhibit "A"); (2) require mitigation by <br /> another public a~ency having jurisdiction; or (3) can- <br /> not be mitigated except by mitigation.measures found to be <br /> infeasible. The facts and findings supporting this finding <br /> are summarized in the Environmental Impact FindinKs, <br /> attached hereto as Exhibit "B" and incorporated herein <br /> by reference and as are more fully found in the adminis- <br /> trative record of this Project. All references in <br /> Exhibit "B" to the "Project" are for Hacienda Business <br /> Park, all references to the "Developer" are to Prudential <br /> and Callahan-Pentz Properties. <br /> <br /> The City Council further finds that although not all <br />significant environmental effects have been reduced to <br />an insignificant level as defined in the CEQA %uidelines, <br />the remaining unavoidable significant environmental <br />effects are acceptable because the Project's economic, <br />social, environmental, and other benefits outweight <br />any impacts which may occur; said benefits include <br />provision of local jobs in a net outcommuting community; <br />positive fiscal impact upon the City's Keneral fund; <br />increased tax base and diversification of employers <br />insulating the City and community from adverse effects <br />of single-employer labor decisions. <br /> <br />Section 6: The City Council further finds that this project <br /> conforms to the requirements and purposes of the City's <br /> zoning ordinance, is in the best interests of the public <br /> health, safety, and general welfare, and is consistent <br /> with the Zoals and Dolicies of the Pleasanton General <br /> Plan. That based on the best estimate of the jobs/housing <br /> balance in Pleasanton Riven development of this Project <br /> and all other apDroved projects, the project is consistent <br /> with the balanced growth policies contained in the <br /> Growth Management Element of the General Plan. <br /> <br />Section 7: <br /> <br /> The City Council approves the application of Prudential <br />Insurance Company (Case Z-83-138) for design review <br />approval of an approximately 45,709 sq. ft. industrial <br />building and related facilities on an approximately <br />three acre site located at the northeast corner of <br />Willow Road and Stoneridge Drive subject to the <br />conditions shown on Exhibit "A" attached hereto and <br />incorporated herein by this reference. <br /> <br />-2- <br /> <br /> <br />
