CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 83-329 <br /> <br />REQUEST FOR U. S. CONGRESSIONAL SUPPORT OF THE <br />USE OF 4R INTERSTATE FUNDS FOR STATE ROUTE 17, <br />THE NIMITZ FREEWAY <br /> <br />WHEREAS , <br /> <br />State Route 17, the Nimitz Freeway, is a vital element of <br />the transportation system on the easterly side of the <br />San Francisco Bay; and <br /> <br />WHEREAS, <br /> <br />said Freeway serves as the major highway access for the <br />delivery of goods to and from the U. S. Coast Guard <br />Facility on Government Island, U. S. Naval Air Station <br />at Alameda, the Naval Supply Center-Alameda Facility~ <br />the Naval Supply Center-Oakland Facility, the Oakland <br />Army Base and the Port of Oakland; and <br /> <br />WHEREAS, access to the above-named facilities is vital to the <br /> national defense; and <br /> <br />WHEREAS, <br /> <br />that portion of State Route 17 from 1-80 near the San <br />Francisco Bay Bridge to 1-280 in San Jose has been <br />included in the interstate system as a nonchargeable <br />route under Section 139(a), Title 23, U. S. Code; and <br /> <br />WHEREAS, State Route 17 is in serious need of resurfacing, restoring, <br /> rehabilitating and reconstructing; and <br /> <br />WttEREAS, states cannot now use new construction or 4R (repair) <br /> interstate funds on nonchargeable interstate segments; and <br /> <br />WHEREAS, California has 90 miles of nonchargeable interstate highways; <br /> and <br /> <br />WHEREAS, <br /> <br />there are at least 374 miles of nonchargeable interstate <br />miles of roadway in 17 states which would benefit from <br />beina eligible for use of Interstate 4R (repair) funds; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The Congress of the United States is urged to adopt <br /> legislation whereby interstate highway mileage designated <br /> under Section 139(a), Title 23, U. S. Code, would qualify <br /> for IR (resurfacing, restoring, rehabilitating and <br /> reconstructing) funds. <br /> <br />Section 2: The members of Congress representing California are <br /> urged to introduce and support legislation to qualify <br /> nonchargeable interstate mileage for use of 4R (repair) <br /> interstate funds. <br /> <br /> <br />
