Warnick
Director of Public Works
City of Pleasanton
200 Bernal Avenue
Pleasanton, CA 94566

Telemetry and Controls S~stem

Dear Bob:

In response to your request, we are pleased to submit this proposal to
perform an evaluation of the City's existing telemetry and controls
for the water system.

PURPOSE

The telemetry and control system presently being used by the City for
data logging and control of the major water facilities is rapidly
losing its functional capability. The system was installed approxi-
mately 10 years ago by UES, a telemetry and control system manufac-
ture and supplier. UES is no longer in business, and parts and
materials can no longer be obtained for the system. Presently por-
tions of the control system are being taken to repair and maintain
other critical functions. In addition, there are pumps and tanks
within the system which are not telemetered back to the City's control
center at the corporation yard.

Also, the monitoring and contr61 of the proposed water facilities will
be required. These facilities would include the upper reservoirs in
west Pleasanton, the proposed Foothill and Tassajara reservoirs, and
existing and proposed Zone 7 turnouts. The City needs the capability
to meet its existing short-term telemetry and control system require-
ments and to accommodate water system control needs during the next
several years.

SCOPE OF WORK

In view of the above described conditions, CDM proposes to perform the
following services.

TASK I - INVENTORY THE EXISTING SYSTEM

'The existing telemetry and control facilities will be inventoried and
~isually examined. The inventory will include the UES system, remote
