/I

E. The undeveloped strip Of land shown as providing
vehicular access to Santa Rita Road (hereinafter "Access
Driveway") is a portion of APN 946-3295-1-4 (the E1 Rancho
Motel parcel) which is owned by Khushal Dahya Patel and Gita
Khushal Patel, his wife.

F. In selecting and requiring the Santa Rita Road
access the City Council considered the following

shown,
factors:

i.

The General Plan,
practice dictate that the
as an apartment site.

ii. Good principles

the zoning, and good planning
project site should be developed

of traffic management suggest

that development on the subject site would function
more efficiently with a second access. Specifically,
vehicles wishing to proceed north or south on Santa
Rita Road would not have to make a left turn across
traffic on Valley Avenue. A second access to Santa

Rita Road is necessary to preserve the public safety.
iii. A 'possible alternate access from the subject

site to Santa Rita Road would be by way of Tananger
Drive and Mohr Avenue. This alternate access route is
unsatisfactory because it would significantly increase
traffic in a single family residential neighborhood.
The designated Access Driveway is superio~ to the
Tanager Drive/Mohr Avenue route in that it would be
more direct and less disruptive to established uses.

-2-
