4) C_~flES OF THE WICE-CH~tR; To serve in the place of the chair in the chair's absence. 5) VOTING BIGHTS: Each member of the Committee is qualified to vote on all matters put before it by the Steering Committee unless that member has failed to attend three meetings of the Committee when formal roll ~s taken. No proxy votes will be permitted. 8) ORDER AT MEETINGS: The tentative agenda for the entire six month period will be followed unless amendments are mailed to member5 of the Committee at least five days prior to the meeting. Any requests to modify, amend, delete or augment the agenda shall be made to the chair, in writing, at least 24 hours prior to the meeting. The chair shall poll the Steering Committee before changing the agenda and shall not change the agenda without a majority of the Steering Committee being in agreement. "Roberrs Rules Of Order" as set forth in Utter's Parliamentary Law A__t 6 Glance shall be used to settle parliamentary disputes at meetings, where such rules are not inconsistent with these bylaws. Rulings from the cha:r shall be final, after conloPing with the parliamentarian. Roll call votes shall be permitted only where the chair concludes an overriding need for such form of vote.
