4) C_~flES OF THE WICE-CH~tR; To serve in the place of the chair in the chair's <br />absence. <br /> <br />5) VOTING BIGHTS: Each member of the Committee is qualified to vote on all <br />matters put before it by the Steering Committee unless that member has failed <br />to attend three meetings of the Committee when formal roll ~s taken. No proxy <br />votes will be permitted. <br /> <br />8) ORDER AT MEETINGS: The tentative agenda for the entire six month period <br />will be followed unless amendments are mailed to member5 of the Committee at <br />least five days prior to the meeting. Any requests to modify, amend, delete or <br />augment the agenda shall be made to the chair, in writing, at least 24 hours <br />prior to the meeting. The chair shall poll the Steering Committee before <br />changing the agenda and shall not change the agenda without a majority of the <br />Steering Committee being in agreement. "Roberrs Rules Of Order" as set forth <br />in Utter's Parliamentary Law A__t 6 Glance shall be used to settle parliamentary <br />disputes at meetings, where such rules are not inconsistent with these bylaws. <br />Rulings from the cha:r shall be final, after conloPing with the <br />parliamentarian. <br /> <br />Roll call votes shall be permitted only where the chair concludes an <br />overriding need for such form of vote. Mote~ shall be by voice or head count <br />~div;sion of the house) unless the chair determines otherwise. <br /> <br />Order of spea~jng, time for discussion, adjournment, and voting shall be at the <br />discretion of the chair and not challengable from the floor. <br /> <br />7) AMENDMENTS: Amendments to these bylaws may be made by the Steering Committee <br />by a majority vote. ~mendments to the Comm~ttee's scope of work may be made <br />only by the City Council. <br /> <br />8) SM~LL GROUPS: The Commtttee may divide into small groups to discuss <br />tndividual topics at the discretion of the Steering Committee. ~t least one <br />member of the Steering Committee shall be assigned to each small group and be <br />responsible for leading its discussions. <br /> <br />RPPROUED BY THE CITY COUNCIL: <br /> <br />...................... , 1984 <br /> <br />-2- <br /> <br /> <br />
