At this point it becomes necessary to define multi-family <br /> <br />housing in terms of the general plan: <br /> <br />Multi-family housing consists of rental apartment <br />projects at.any density and ownership housing con- <br />sisting ~ainly of attached dwelling units in excess <br />of eight dwelling units per gross acre. Mobile homes <br />which exceed eight dwelling units per gross acre in <br />mobile home parks are also considered multi-family. <br /> <br />By this definition certain townhouse projects, although consisting <br /> <br />of attached dwelling units for individual ownership may be con- <br /> <br />sidered single family housing if they are constructed at densities <br /> <br />of less than eight dwelling units per gross acre. <br /> <br />The above noted policy is in keeping with various other policies <br /> <br />of the Housing Element designed to foster a wide range of housing <br />opportunity and to accommodate the desires of home-seekers. It <br />simply recognizes that not all persons wishing to live in Pleasanton <br />can afford or necessarily want to purchase a home and that some <br />local effort will be required to provide for rental housing. <br /> <br />Implementation Program 1: To allow density bonuses <br />and exemptions from the g~owth management program <br />for appropriate multi-family rental housing <br />proposals. <br /> <br />For the past several years the economics of residential development <br />have nearly precluded the development of rental housing.
