That approval of the water supply and distribution system be withheld per~ding final design and until the developer has demonstrated to the satisfaction of the City Engineer that the proposed system meets both the immediate and long-range requirements for supplying water in this area. That the developer comply with any and all applicable requirements of the cross--.connectiuns control and backilow prevention device programs required by the California Administrative Code, Title 17. That approval for the number, type and location of fire hydrants be withheld pending final design, review by the Fire Marshal, and final review by the City Engineer. That approval of the sanitary sewer system be withheld pending final design and until the developer has demonstrated to the satisfaction of the City Engineer that the proposed system is adequate, connects to an approved point of discharge, and meets both the immediate and tong-range requirements of the sanitary system in this and all tributary areas. That if a sanitary sewer lift station is installed for use by the development and if it is accepted by the City for maintenance and operation, an agreement shall be com- pleted between tile City and the developer prior to the atlp~oval of the development to the effect that the developer will provide a maintenance and operation fund for a minimum t:en year per:~od,
