Sewer Connection Fees Financing Program <br /> Through an agreement with DSRSD expand the City's sewer connection fees <br /> financing program for restaurants to all businesses to provide financing for Dublin <br /> San Ramon Services District (DSRSD) sewer connection fees. <br /> Cost: Based on application <br /> Implementation: Within 90 days <br /> Development Fees Financing Program <br /> Provide financing for a business's City development impact fees (e.g., <br /> transportation, in -lieu parking, public facilities, affordable housing, etc.) and where <br /> possible, DSRSD and Zone 7 development impact fees (e.g., sewer connection, <br /> water, storm water, etc.). <br /> Cost: Based on application <br /> Implementation: Within 90 days <br /> Participate in Statewide Community Infrastructure Program (SCIP) <br /> California Statewide Communities Development Authority (CSCDA) instituted a <br /> program in 2002 to allow owners of property in participating cities and counties to <br /> finance development impact fees; if a property owner chooses to participate, the <br /> fees owed to the City would be financed by the issuance of tax exempt bonds by <br /> CSCDA. CSCDA then imposes a special assessment on the owner's property to <br /> prepay the portion of the bonds issued by financing the fees. <br /> Cost: Based on participation <br /> Implementation: Within 180 days <br /> TIMEFRAME <br /> With the exception of the shop local incentive, the proposed incentives are <br /> recommended to be implemented for an initial 12- months, generally from July 1, 2009 to <br /> June 30, 2010 at which time each program element will be evaluated. <br /> SUPPORT <br /> The initiatives incorporated in the Business Assistance Program were based on input <br /> from the Economic Vitality Committee, the Pleasanton Downtown Association and the <br /> Pleasanton Chamber of Commerce. Each group fully supports the development of the <br /> Business Assistance Program and the elements included therein. <br /> Page 5 of 7 <br />
