BACKGROUND <br /> The Stopwaste.Org Green Packages project is a county -wide program to stimulate <br /> demand and strengthen the infrastructure for retrofits of existing residential and small <br /> commercial buildings. While energy is the main focus, the program will also establish <br /> retrofit standards to conserve water (e.g., water efficient showerheads) and other <br /> resources (e.g., recycled- content products). For participating jurisdictions, the Green <br /> Packages program will deliver: <br /> Retrofit standards and product specifications for single family residential green packages <br /> Participation in the Technical Advisory Group to help coordinate tasks and integrate <br /> packages into existing programs <br /> Collateral marketing materials for consumers in your jurisdictions <br /> Community specific audit and targeting, including identification of highest impact areas <br /> Training for local installers and building inspectors <br /> Verification procedures, tracking and reporting <br /> Joint application for competitive funding from state, federal and other sources. <br /> Leveraged funds will be allocated to participating jurisdictions in direct proportion to the <br /> amount of their contribution. <br /> DISCUSSION <br /> The Green Packages program is intended to maximize the long -term benefits from the <br /> federal stimulus distributions to Alameda County jurisdictions. Participating jurisdictions <br /> will contribute a portion of their Energy Efficiency and Conservation Block Grant <br /> (stimulus funding) to create Green Packages. The original cost sharing plan, presented <br /> at the April 8, 2009 Mayor's Conference, proposed a $130,000 contribution from <br /> Stopwaste.Org with most cities contributing four percent of their Block Grant allocation. <br /> The attached resolution would authorize the City Manger to enter into a cost sharing <br /> agreement with Stopwaste.Org to participate in the Green Packages project. It is <br /> estimated that Pleasanton's contribution would be approximately $22,500 of the <br /> allocated $692,700 Block Grant monies. <br /> One of the primary purposes of pooling resources countywide is to increase <br /> competitiveness for additional funding. In addition to leveraging stimulus funds, the <br /> Green Packages project is estimated to create over 1,100 job -years in its first two years <br /> and over 74,000 job -years by 2020.
