THE CITY OF
R 1
am on 1
pLE ASANTONC
CITY COUNCIL AGENDA REPORT
June 2, 2009
Community Development
Traffic Engineering Division
TITLE: REVIEW OF PROPOSALS AND AWARD OF MAINTENANCE SERVICES
CONTRACT TO TEAM ECONOLITE FOR TRAFFIC SIGNAL
MAINTENANCE AND EMERGENCY REPAIR SERVICES
SUMMARY
The City currently operates 101 traffic signals within the City of Pleasanton. Routine
maintenance and emergency repair of these signals is performed by an outside
contractor. Staff solicited proposals for a new traffic signal maintenance contract and
received two proposals, with Team Econolite submitting the lowest qualified proposal for
a monthly amount of $146 per traffic signal.
RECOMMENDATION
1. Review the submitted proposals and award the traffic signal maintenance
contract to Team Econolite for a monthly amount of $146 per traffic signal.
2. Authorize the City Manager to enter into the above maintenance contract.
3. Authorize the Community Development Director to review and approve future
contract extensions per the provisions of the contract.
FINANCIAL STATEMENT
Funding for traffic signal maintenance is included in the Community Development Traffic
Division's operating budget. The Traffic Signal Repair by Contract account has
$230,000 budgeted for fiscal year 2009 -2010. At $146 per month per intersection, the
projected annual preventative maintenance cost for the City's 101 traffic signals is
$176,952. The Hacienda Business Park Owners Association pays for the maintenance
of 29 signals in the business park ($50,808) and Caltrans pays for half of the
maintenance for eight intersections on freeway ramps ($7,008). The City of Pleasanton
is responsible for all remaining intersections ($119,136).
The balance of the $230,000 will be used to complete minor traffic signal upgrades and
emergency repairs not covered by the base price of the contract.
5
