Councilmember McGovern said this sounds like it is close to 10,000 square feet of actual building footprint on the lots. Ms. Decker said yes; the total footprint is 9,000 square feet, plus 800 square feet of garage. Councilmember McGovern said the Council could ask that it be somewhere closer to Serenity. Ms. Decker apologized and said Serenity is the same as this project, to 9,000 square feet. Councilmember McGovern voiced concern about water conservation and energy and this is why she questioned the size. Ms. Decker then presented photographs of the project site, which will explain slopes of 18% to 20% and described colors and materials of proposed custom homes. Mayor Hosterman questioned the planning review process for the homes, and Ms. Decker said conditions of approval provide the requirement for review of a landscape plan and the actual planning process will be the same for TTK and Mariposa which is a staff level design review. Staff forwards notice to the Planning Commission when applications are received, as well as a copy of the approval letter, and there is a 20 -day appeal period. Councilmember Thorne said in the Planning Commission minutes, Mr. Jost was going to review water flow issues in response to a public comment, and he questioned how this got resolved. Mr. Dolan said Mr. Jost met with the speaker who lived across the street on Happy Valley who had experienced some flooding. However, it did not have anything to do with this property. A completely clogged inlet was found on the adjoining new subdivision which was cleaned out. There have been no issues since that time. Councilmember McGovern referred to the change for Serenity which was changed from 5,000 to 7,500 to 9,000 square feet. She noted that the basements are not included and felt the houses could be massive. Ms. Decker said basements not being counted are standard within the zoning code for FAR. Councilmember McGovern also noted the FAR for garages keeps changing, noting that Mariposa is 700 square feet of garage, Serenity is 600 and the new proposal is for 800. She voiced concern about the size of the homes. and said if basements and garages are not counted, the City is not truly adhering to 25% or less in FAR. Councilmember McGovern referred to Condition 11, and confirmed that a "t" should be included in the word "no." She referred to Condition 14 and recycling of construction at 75 and she confirmed this would be amended to require 80 In Condition 29, there was a statement about possible damages to impacts. She confirmed that this was being deleted. Regarding the well being left, she confirmed that there is a condition that states it shall only be used for landscaping. Regarding Condition 59 and trying to require greater water conservation measures. she confirmed that a condition will be added to state, "Plant species shall be of drought tolerant nature with an irrigation system that maximizes water conservation through the development." Regarding lighting and protecting the night sky, and she confirmed a proposed condition could be added to state, "Proposed outdoor lighting for the subject property shall be of low intensity and shielded in order to minimize its visibility from on site. Outdoor lighting shall also not glare into adjacent properties or streets. Street lighting shall use the lowest wattage and shall limit the number of fixtures to attain the lowest luminosity." Regarding green points, she said Serenity is at 150 green points and confirmed they only needed to attain 50 points. She questioned if this project could be encouraged to increase their green points to over more than 50 points. Regarding storm water runoff, she questioned if staff would review the retention pond. Ms. Decker said the design before the Council has been evaluated, but it is not the final design and additional evaluation for the retention basin will be done.
