The proposed development consists of 262 units of which 98 would be <br />one bedroom, one -bath units; 88 would be two bedroom, one -bath <br />units; and the remainder would be two- bedroom, two -bath units. <br />These units would range in size from 644 sq. ft. to 939 sq. ft. <br />The units are arranged in clusters with parking at the perimeters <br />of each cluster. Materials used in the buildings are stucco and <br />vertically grooved plywood walls, cement tile roofs, wood balcony <br />and stair railings, wooden patio fences and generous use of wood <br />trim. The two bedroom, two -bath units have fireplaces, so chimneys <br />are shown scattered throughout the building clusters. <br />The complex includes a fairly large recreation area which would <br />have a swimming pool, recreation building, tennis court, sport <br />court and large grassed play area. The recreation building would <br />have a cement tile roof and vertically grooved plywood exterior <br />walls and thereby match the apartment buildings architecturally. <br />Five hundred and ninety -five (595) parking spaces are shown on the <br />plan. This is a ratio of 2.26 parking spaces per unit and should <br />be more than sufficient for the size and types of units shown on <br />the plan. Five hundred and five (505) of these parking spaces <br />would be standard size, 84 would be compact and 6 would be <br />handicap. Carports would be provided for 262 units. <br />North /South Street <br />The 84 foot wide north /south trending street shown to the west of <br />the property is approximately three quarters on property owned by <br />San Francisco Water Department. In conjunction with EVH's original <br />residential proposal for the subject property discussions were held <br />between the City, Catholic Church, San Francisco Water Department <br />and EVH in which the latter agreed to pay for the full construction <br />of the 84 foot wide street plus dedicate approximately one quarter <br />of that street in return for the City's 40 foot wide access strip <br />and the 0.44 acre San Francisco Water Department property. As a <br />result EVH would pick up slightly over 1 acre of additional <br />developable land (bringing the total project size to 13.15 acres) <br />and the City of Pleasanton and the San Francisco Water Department <br />would get a fully constructed 84 foot wide street which would <br />provide access to the approximately 120 acres of undeveloped <br />property which are owned by those two entities in the area between <br />the Southern Pacific and Western Pacific Railroad tracks. The <br />Catholic Church would benefit from this arrangement since even if <br />EVH fails to develop the property, the church would gain over an <br />acre of land in return for constructing the north /south street. <br />Staff is now of the opinion that EVH should pay for the east side <br />of the 84 foot wide street, whoever develops on the west side of <br />the street should pay for the western half and EVH should acquire <br />the 0.44 acre site either through direct purchase from San <br />Francisco or with the aid of the City of Pleasanton's condemnation <br />power. <br />2 <br />
