The units are arranged in clusters with parking at the perimeters <br />of each cluster. Materials used in the buildings are stucco and <br />vertically grooved plywood walls, cement tile roofs, wood balcony <br />and stair railings, wooden patio fences and generous use of wood <br />trim. The two bedroom two -bath units have fireplaces, so <br />chimneys are shown scattered throughout the building clusters. <br />The complex includes a fairly large recreation area which would <br />have a swimming pool, recreation building, tennis court, sport <br />court and large grassed play area. The recreation building would <br />have a cement tile roof and vertically grooved plywood exterior <br />walls and thereby match the apartment buildings architecturally. <br />Five hundred and ninety -five (595) parking spaces are shown on <br />the plan. This is a ratio of 2.26 parking spaces per unit and <br />should be more than sufficient for the size and types of units <br />shown on the plan. Five hundred and five (505) of these parking <br />spaces would be standard size, 84 would be compact and 6 would be <br />handicap. Carports would be provided for 262 units. <br />The 84 foot wide north /south trending street shown to the west of <br />the property is approximately three quarters on property owned by <br />San Francisco Water Department. In conjunction with EVH's <br />original residential proposal for the subject property <br />discussions were held between the City, Catholic Church, San <br />Francisco Water Department and EVH in which the latter agreed to <br />pay for the full construction of the 84 foot wide street plus <br />dedicate approximately one quarter of that street in return for <br />the City's 40 foot wide access strip and the 0.44 acre San <br />Francisco Water Department property. As a result EVH would pick <br />up slightly over one acre of additional developable land <br />(bringing the total project size to 13.15 acres) and the City of <br />Pleasanton and the San Francisco Water Department would get a <br />fully constructed 84 foot wide street which would provide access <br />to the approximately 120 acres of undeveloped property which are <br />owned by those two entities in the area between the Southern <br />Pacific and Western Pacific Railroad tracks. The Catholic Church <br />would benefit from this arrangement since even if EVH fails to <br />develop the property, the church would gain over an acre of land <br />in return for constructing the north /south street. Staff is now <br />of the opinion that EVH should pay for the east side of the 84 <br />foot wide street, whoever develops on the west side of the street <br />should pay for the western half and EVH should acquire the 0.44 <br />acre site either through direct purchase from San Francisco or <br />through the City of Pleasanton's condemnation process. <br />Only the northern approximately 8 acres of the subject site is <br />currently within the city limits of the City of Pleasanton. The <br />remaining approximately 5 acres is in the process of being <br />annexed and that annexation should be complete within the next <br />two months. The northern portion of the site is zoned PUD -High <br />Density Residential while the southern section, which is <br />2 <br />
