Dowling Associates, Inc. <br />Transportation Engineering Planning Research Education <br />TASK 2 CALIBRATED MODEL FOR USE BY CITY OF PLEASANTON <br />This section describes how the revalidated model will be documented, packaged and distributed to other <br />"users" of the model. The current model was developed by Dowling Associates in 2006 and has been <br />distributed to Fehr Peers. Dowling Associates successfully trained Fehr Peers modeling staff how to run <br />the model in a one half day training session. <br />All final versions of electronic files related to the model development will be submitted on CDs. <br />2.1 TRAVEL DEMAND MODEL DOCUMENTATION AND USER GUIDE <br />Dowling Associates will provide a draft model report that documents the model assumptions, methodology, <br />validation and forecast results. The report will include maps of the City zone system and correspondence <br />information to relate the City model to the MTC regional model for ease of land use summaries, etc.. The <br />draft report will be revised based on City comments and a final model report will be submitted. We will <br />provide 5 bound copies plus a camera -ready original of the final report. The report will also be submitted in <br />Adobe Acrobat PDF format. <br />2.2 TRAINING MATERIAL FOR THE RUNNING OF THE TRAVEL DEMAND MODEL <br />Dowling Associates takes pride in being experts who know how to make complex systems "simple We will <br />provide a technical memo summarizing step -by step model user instructions on "how to run the model so <br />any peer review consultant can replicate the model outputs. <br />TASK 3 MAINTAIN AND RUN MODEL FOR CITY OF PLEASANTON PROJECTS <br />Dowling Associates currently maintains the City of Pleasanton travel demand model for application in <br />proposed project traffic impact studies. A procedure was developed by Dowling Associates to distribute and <br />track trips to /from a proposed project and through any study intersection. This allowed for the convenient <br />selection of study intersections which meet defined criteria. <br />3.1 PROVIDE FIXED COST MODEL RUNS <br />Since 2002 Dowling Associates has applied the model for over a dozen traffic impact studies and FIRS <br />including the General Plan Update. We have provided select zone model plots and comparison of model rums <br />to the City and several consulting firms contracted with the City for traffic impact study analyses services <br />(e.g., Fehr Peers and TJKM). <br />Each year, based on current salaries and estimated time for task work, Dowling Associates has provided a <br />fixed cost for this type of model application. Since we have created scripts to do most of the `work" for us <br />and we have the experience of performing many of these, we can cost effectively and efficiently turn these <br />projects around. Our cost proposal assumes that the proposed project PM will provide us with the following: <br />Site plan, including roadway access and assumed turn prohibitions <br />Size of development <br />Trip generation rates (could use ITE equations)or documentation of standard rates <br />Timing for project completion (approved or cumulative) <br />Dowling Associates has set up the following modeling process to analyze potential project impacts: <br />1. Input land use into model and create a TAZ for trip tracking. <br />2. Run the model in project analyses `mode" (i.e., factor trips to ITE, track distribution for AM /PM, <br />create plots). <br />City of Pleasanton 10 <br />2009 Traffic Model Update May 13, 2009 <br />
