Dowling Associates has developed trip generation procedures for many cities <br />that use detailed land use categories and ITE Trip Generation rates within the city, combined with person -trip <br />information from regional models to determine external trips and internal trip purpose allocations. <br />Changes to the land use categories and specific rates will be determined in consultation with City staff. This <br />consultation will include a discussion about the advantages and disadvantages of using the ITE Trip <br />Generation equations vs. direct trip rates. <br />Dowling will also discuss with City staff any additional adjustments required to evaluate "smart growth" <br />development, sometimes referred to as "4D" adjustments. Dowling has considerable experience in evaluating <br />and adjusting travel models to account for transit oriented development, mixed -use and urban loran which <br />encourages walking and bicycling. Our most recent example is an extensive analysis of the proposed <br />Concord Naval Weapons Station Transit Oriented Development adjacent to the North Concord BART station. <br />Trip Distribution <br />For trip distribution, we recommend starting with the trip distribution inputs (i.e., friction factor curves) from <br />the current model. The distribution will be checked for reasonableness and adjusted as necessary. <br />Specifically we will check the validity of the work commute patterns, particularly to /from Hacienda Business <br />Park. <br />City of Pleasanton 6 <br />2009 Traffic Model Update May 13, 2009 <br />
