RESOLUTION NO. 09 -283 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, REQUESTING PLEASANTON WATER CUSTOMERS REDUCE THEIR POTABLE WATER DEMAND ON A VOLUNTARY BASIS BY 20% IN CALENDAR YEAR 2009 WHEREAS, the City of Livermore, the City of Pleasanton, the Dublin San Ramon Services District, and California Water Service Company- Livermore District (collectively, the "Retailers purchase a major portion of their potable water supplies from Zone 7 of the Alameda County Flood Control and Water Conservation District; and WHEREAS, Zone 7 obtains the majority of its potable water supply from the State Water Project operated by the California Department of Water Resources (DWR); and WHEREAS, California is experiencing a third year of below normal precipitation resulting in reduced deliveries of potable water by the DWR to Zone 7; and WHEREAS, many water agencies throughout California anticipate voluntary or mandatory water conservation efforts or rationing in 2009; and WHEREAS, DWR has notified Zone 7 that water deliveries will be substantially below normal deliveries in 2009; and WHEREAS, Zone 7 currently has adequate groundwater storage to meet the full demands of the Retailers even with reduced potable water deliveries from the DWR for several years; and WHEREAS, a number of environmental issues affecting the Delta may increase the level of water delivery curtailment by DWR in 2009; and WHEREAS, Governor Arnold Schwarzenegger, on February 27, 2009, proclaimed a state of emergency concerning water supplies in the State and ordered immediate action to manage the crisis; and WHEREAS, the Governor's proclamation states that the State Water Project water allocations have now been reduced to 15 percent of requested deliveries, matching 1991 as the lowest water allocation year in State Water Project history, and Central Valley Project water allocations for agricultural users have now been reduced to zero; and WHEREAS, the Governor's proclamation directed state agencies to immediately implement a water use reduction plan and take immediate water conservation actions and requests that federal and local agencies also implement water use reduction plans for facilities within their control, including water conservation efforts; and WHEREAS, the Governor's proclamation requests that all urban water users immediately increase their water conservation activities in an effort to reduce their individual water use by twenty percent; and
