6. Accepted public improvements performed by Precision Engineering Inc. for the Black <br />Avenue Utility Project, CIP No. 081033; authorized the City Clerk to file a Notice of <br />Completion, the payment of retention in the amount of $32,443.58, the transfers of <br />$23,312.33 into Annual Water Replacement CIP No. 081028, $10,213.83 into Annual <br />Sanitary Sewer Main Replacement and Improvement CIP No. 082002, and $20,835.83 <br />into Annual Resurfacing of Various Streets CIP No. 085003 <br />7. Removed from the Consent Calendar and added to the Regular Agenda as Item No. 14a <br />Finance <br />8. Accepted the Monthly Disbursements and Investment Report for February 2009 <br />9. Adopted Resolution No. 09-274 approving the Annual Investment Policy and Guidelines <br />for fiscal year 2009-10 <br />10. Approved and authorized the City Manager to execute fourth amendment to an agreement <br />for professional services with Bartel Associates, LLC, in the amount of $33,000 and a new <br />total not-to-exceed $107,000 for actuarial consulting and related services <br />Parks and Community Services <br />11. Approved and authorized the City Manager to execute a consultant contract with Aquatic <br />Design Group (ADG) in the amount not to exceed $100,000 for the design of Dolores <br />Bengston Aquatic Center Mechanical Room and Deck Improvements <br />Councilmember Sullivan inquired as to the involvement of CRIL (Community Resources for <br />Independent Living) on the accessibility ramps pertaining to Items 3 and 4. City Manager Fialho <br />confirmed that CRIL participated in the plans for both items. Daniel Smith, Director of Operation <br />Services, acted as the primary point of contact and informed the Council that CRIL provided <br />significant design input at the public meeting on March 19; coupled with recommendations from <br />the consultant retained by the City, staff has recommended a design that CRIL happily supports. <br />Councilmember McGovern asked that CRIL also be allowed to review the results of the City <br />Streets Survey and that staff accept their input on streets that are, from their unique <br />perspective, difficult to travel. Mr. Fialho confirmed the coordination, as did Mr. Smith, who said <br />that it has been a priority on both projects since they represent the ADA community in the Tri- <br />Valley. <br />Councilmember McGovern asked and confirmed that staff would also address any concerns <br />voiced by youth and public safety activist Jereen Gilbert. <br />Mayor Hosterman opened the item for public comment. <br />Jereen Gilbert reviewed the reasons for and history of Items 3 and 4 and thanked the Council <br />for finally moving forward with both. She called attention to outstanding safety issues at the <br />intersections of Santa Rita Road and Mohr Avenue as well as Santa Rita Road and Stoneridge <br />Drive.
