ATTACHMENT3 <br />Water <br />A cooperative effort of <br />the City of Livermore, the Gry of Pleasanton, <br />Dublin San Harnon Servfrac Distric6 <br />and the < a~ifornia Water Service (_ompany <br />TRI-VALLEY WATER RETAILERS <br />WATER SHORTAGE CONTINGENCY PLAN <br />This Water Shortage Contingency Plan ("Plan") was developed to provide a <br />common and uniform basis among the Tri-Valley Water Retailers ("Retailers) <br />for requesting and/or requiring cutbacks in potable water consumption due to <br />cutbacks and/or restrictions in potable water supplies. The purpose of the Plan <br />is to guide the Retailers in preparing ordinances and/or regulations that allow <br />for consistent requirements and implementation when activated within the Zone <br />7 service area. <br />ACTIVATION <br />Activation of the Plan shall be made by resolution of the legislative bodies of <br />the public members of the Retailers or by management direction of the <br />California Water Service Company. The intent of the Plan is that the Tri-Valley <br />Water Retailers staff would meet before making a consistent recommendation <br />as to which Stage of the Plan should be activated in response to local or <br />statewide water supply conditions, as well as to set the appropriate water <br />consumption reduction goal. <br />A recommendation for activation may stem from: <br />1) A request from Zone 7 to the Retailers to reduce consumption, most likely <br />including a specific reduction goal; <br />2) As the result of the collective consideration of the Retailer staff that would <br />also include a recommended reduction goal; or <br />3) A decision by one or more Retailers which may or may not include a <br />reduction goal. <br />FORMAT <br />Each stage in the plan is organized in the following manner: <br />• Definition: This is the condition of the water supply that would normally <br />trigger this element of the Plan. <br />• Message: This is an example of the message that might be <br />
