ATTACHMENT2 <br />Wa#~ r <br />A cooperative e/fort of <br />the City o(f ivermore, (he City of Flea~n <br />Dublin San Harnon Se; vices District, <br />and the Califon nia Wafer Service C omp <br />COMMITTEE OF VALLEY WATER RETAILERS <br />RESOLUTION N0.2009-01 <br />WHEREAS, ~hc City of Livermore, the City of Pleasanton, the Dublin Sun Ramon Services <br />District, and California Water Service Company-Livermore DisU'ict <br />(collectively, the "Retailers") are signarories to the Tri-Valley Water Retailers <br />Cooperation Agreement (Agreement); and <br />WHEREAS, the Retailers purchase the major portion of potable water supplies from Zone 7 <br />of the Alameda County Flood Conn~ol and Water Conservation District ("Lone <br />7); and <br />WHEREAS, Zone 7 obtains the majority of the potahle water supply from the State Water <br />Project operated by the California Department of Water Resources (DWR); and <br />WHEREAS, California is experiencing a third year of below normal precipitation resulting in <br />reduced deliveries of potable water by DWR to Zone 7; and <br />WHEREAS, many water agencies lhmughout California anticipate voluntary or mandatory <br />water conservation efforts rationing in 2009: and <br />WHEREAS, Zonc 7 currently has adequate local and out-of-basin carry-over water, <br />groundwater storage and other supplies ro meet the full demands of the Tri- <br />Vallcy Wata~ Retailers even with reduced potable water deliveries fi~om DWR <br />for several years; and <br />WHEREAS, a number of environmental issues affecting the Delta threaten the viability of <br />DWR to make adeyuate deliveries of potable water to Zonc 7 in future years; <br />and <br />WHEREAS, significant use of groundwater storage reduces the number of years Zone 7 am <br />meet the full demands of the Relailers with a long term curtailment of potable <br />water deliveries from DWR due to environmental issues; and <br />WHEREAS, consideration of implementing water use reductions for ?009 to rellcct the <br />statewide drought situation and to preserve Zonc 7 groundwater resources is <br />good public policy; and <br />
