ATTACHMENT 1 <br />RESOLUTION NO. 09- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />REQUESTING PLEASANTON WATER CUSTOMERS REDUCE THEIR POTABLE <br />WATER DEMAND ON A VOLUNTARY BASIS BY 20% IN CALENDAR YEAR 2009 <br />WHEREAS, the City of Livermore, the City of Pleasanton, the Dublin San Ramon <br />Services District, and California Water Service Company-Livermore District (collectively, the <br />"Retailers") purchase a major portion of their potable water supplies from Zone 7 of the Alameda <br />County Flood Control and Water Conservation District (Zone 7); and <br />WHEREAS, Zone 7 obtains the majority of its potable water supply from the State Water <br />Project operated by the California Department of Water Resources (DWR); and <br />WHEREAS, California is experiencing a third year of below normal precipitation resulting <br />in reduced deliveries of potable water by the DWR to Zone 7; and <br />WHEREAS, many water agencies throughout California anticipate voluntary or <br />mandatory water conservation efforts or rationing in 2009; and <br />WHEREAS, DWR has notified Zone 7 that water deliveries will be substantially below <br />normal deliveries in 2009; and <br />WHEREAS, Zone 7 currently has adequate groundwater storage to meet the full <br />demands of the Retailers even with reduced potable water deliveries from the DWR for several <br />years; and <br />WHEREAS, a number of environmental issues affecting the Delta may increase the level <br />of curtailment by DWR in 2009; and <br />WHEREAS, Governor Arnold Schwarzenegger, on February 27, 2009, proclaimed a <br />state of emergency concerning water supplies in the State and ordered immediate action to <br />manage the crisis; and <br />WHEREAS, the Governor's proclamation states that the State Water Project water <br />allocations have now been reduced to 15 percent of requested deliveries, matching 1991 as the <br />lowest water allocation year in State Water Project history, and Central Valley Project water <br />allocations for agricultural users have now been reduced to zero; and <br />WHEREAS, the Governor's proclamation directed state agencies to immediately <br />implement a water use reduction plan and take immediate water conservation actions and <br />requests that federal and local agencies also implement water use reduction plans for facilities <br />within their control, including water conservation efforts; and <br />WHEREAS, the Governor's proclamation requests that all urban water users <br />immediately increase their water conservation activities in an effort to reduce their individual <br />water use by twenty percent; and <br />
