BACKGROUND <br />The Committee of Valley Water Retailers is a coalition of the four Tri-Valley Water Retail <br />Agencies (Livermore, Pleasanton, DSRSD, and California Water Service) formed to <br />influence Zone 7 decisions on issues important to retailers regarding water supply and <br />water quality. CoVWR convenes annually to review progress on the past fiscal year's <br />water supply and quality projects, programs and efforts. The meeting is also used to set <br />work priorities for the staff of the four water retailers (known as the Tri-Valley Water <br />Retailers Group-TWRG) for the next fiscal year. <br />The CoVWR convened its annual meeting on October 29, 2008 and provided <br />information about the low water supply levels in California's water reservoirs, the State's <br />second consecutive drought year, and reductions in State Water Project (SWP) water <br />deliveries to Zone 7 resulting from environmental concerns regarding the Delta's water <br />quality. In addition to these issues, the CoVWR requested that a special meeting be <br />held on March 25, 2009 for TWRG to present updated information about 2009 water <br />supplies and requested that agencies review their water shortage contingency plan and <br />present modifications to these plans so that future Tri-Valley water conservation/water <br />shortage messages and actions are consistent among TWRG members. <br />At the March 25, 2009 meeting, the CoVWR adopted two resolutions addressing the <br />near term water supply reductions from the SWP to the Zone 7. Resolution 2009-02 <br />recommends that TWRG agencies implement a plan for a voluntary water demand <br />reduction goal of twenty percent for 2009. In response to the resolution, staff is <br />recommending the Council approve the attached resolution requesting Pleasanton <br />water customers reduce their potable water demands on a voluntary basis by 20 <br />percent. The CoVWR also adopted Resolution 2009-01 (attached) recommending each <br />retailer's governing bodies amend their current water shortage/water conservation <br />plans, ordinances or regulations to be consistent with the common water shortage <br />contingency plan presented by the TWRG and adopted by CoVWR (also attached). <br />City staff is currently reviewing the CoVWR adopted plan so that it can be customized to <br />meet the City's needs and will bring the customized plan back to Council when <br />completed. This customized plan would take the place of the City's existing Water <br />Conservation Plan located in the City's Municipal Code.
