BACKGROUND
The City of Pleasanton operates the Pleasanton Paratransit Service (PPS), which
provides transportation to Pleasanton/Sunol residents 60 years or older, and to disabled
residents 18 years of age or older. The proposed FY 2009/10 operating budget is
$539,567. Revenues for FY 2009/10 are anticipated to include $40,743 from MTC 4.5,
$84,481 from Alameda County Measure B, $51,000 in fare box receipts, and the City's
match of $363,347. This local match represents 67% of the total Paratransit Service
budget.
The MTC has established an application and funding formula for the distribution of MTC
TDA 4.5 funds. Claims are reviewed by MTC and forwarded to the Alameda County
Board of Supervisors for consideration and approval. The City of Pleasanton's FY
2009/10 MTC 4.5 application is for $40,743.
The Alameda County Transportation Improvement Authority (ACTIA) has established a
similar funding formula for the distribution of Measure B (dedicated sales tax) funds to
provide special transportation for seniors and persons with disabilities. Each eligible
agency must submit a funding application, including an eligibility statement and required
Board/Council Resolution (Attachment A), which is reviewed by ACTIA. Funding
recommendations are then forwarded to the Paratransit Advisory Planning Committee
(PAPCO) for consideration, and on to the ACTIA Board of Directors for final approval.
The City of Pleasanton's FY 2009/10 Measure B application is for $84,481.
ENVIRONMENTAL ASSESSMENT
As an existing/continuing program, Pleasanton Paratransit Service is exempt from the
California Environmental Quality Act (CEQA) that may be required under this funding
process.
Submitted by:
Fiscal Review:
Approved y:
Nelson Fialho
City Manager
Susan Andrade-Wax David P.
