Kathy Dowding read the names of 5 soldiers most recently killed in Iraq. She suggested that the <br />recent end to the ban on media capture of returning soldiers and caskets may represent a <br />renewed interest and concern for the war in this country. <br />John McPartland, BART Board of Directors, introduced himself to the Council, provided a <br />professional history and said he plans to be very visible, accessible, and responsive to the <br />wants and needs of the community in his new role. <br />Kay Ayala issued an invitation to the Council and public for the TEA Party, (Taxed Enough <br />Already) on Wednesday, April 15 at the Black Avenue Park from 12 to 6 p.m. <br />Jeff Bowser referred to the upcoming PUSD Measure G and said that the first of two community <br />forums on the matter will be held Wednesday, April 8 at the St. Elizabeth Seton Church Activity <br />Center at 7 p.m. He said that as a member of the Windsor Homeowners Association Board of <br />Directors, the safety issues surrounding the Bernal Bridge are a constant challenge. <br />Homeowners have waited patiently for the last 16 years, but are now asking the Council to take <br />decisive action on the matter to ensure the safety of children and residents. <br />Scott Raty thanked the Council for its recent State of the City Address and acknowledged the <br />call to action for the completion of SR-84 from I-680 to Pigeon Pass Road. He invited the <br />Council and public to attend the Pleasanton 2015 forum which will convene tomorrow morning <br />at 7:30 a.m. at the Chamber of Commerce office. Christine Monsen, Alameda County <br />Transportation Improvement Authority, and Dennis Fay, Alameda County Congestion <br />Management Agency, are expected to attend to discuss the obstacles and opportunities <br />available for planning and funding that completion. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />14a. Approve the reinstallation of 18 street lights on Foothill Road adjacent to the Golden Eagle <br />Development and a contract with Vista Universal, Inc. in the amount of $39,348 for <br />installation of said lights <br />Mr. Fialho introduced and provided a brief history on the item. <br />City Engineer Jim Kelcourse gave the staff report, stating that when the Golden Eagle <br />Development was constructed in the late 1980's, the developer was required to install 21 <br />streetlights as a condition of approval. Following installation, adjacent residents complained that <br />the lights detracted from the rural character of the neighborhood. Following installation of less <br />luminescent fixtures, opponents still felt the lights were not appropriate for the area. The City <br />agreed to remove the existing lights with the exception of 3 located at the intersections of <br />Foothill Road with Golden Eagle Drive and Longview Drive; the City also agreed that the <br />developer had met the conditions of approval and any future reinstallation of the lighting would <br />be at the City's expense. <br />At this time, residents have expressed concerns over the lack of lighting on Foothill Road, <br />especially as it pertains to visibility, driving safety, and crime deterrence. A public meeting was <br />held with the majority of those in attendance in favor of reinstalling the lights. In addition, staff <br />received a petition from adjacent homeowners that registered 162 residents in favor of the <br />lighting and only 5 opposed. Staff obtained 2 bids, the lowest of which was submitted by the <br />City's on-call streetlight maintenance contractor at a cost of $39,348. <br />City Council Minutes Page 4 of 17 April 7, 2009 <br />
