Proclamation in observance of the 20'h anniversary of Abode Services, formerly the Tri- <br />City Homeless Coalition <br />Councilmember Thorne read the proclamation; acknowledged Abode Services' 20 years of <br />community service in Pleasanton and throughout Alameda County; and presented it to Charlie <br />Dickenson and Doug Ford of Abode Services' Board of Directors. <br />Charlie Dickenson, Abode Services, thanked the Mayor and City Council for recognizing 20 <br />years of service to the community which now includes the Tri-Valley area and southern <br />Alameda County. Since inception, Abode Services has provided sheltered housing and support <br />to 8,472 homeless individuals, including 2,829 children, as well as 1,445,000 meals, 1.5 million <br />bed nights, and has re-housed 5,161 individuals. Abode has worked closely with the City of <br />Pleasanton, who provides funding for the Tri-Valley Housing Scholarship, Linkages Program, <br />and for the Carmen Avenue Apartments through Abode's sister company, Allied Housing. Mr. <br />Dickenson encouraged Pleasanton, as it rewrites the City Plan, to make accommodations for <br />affordable housing. <br />13. Public Comment <br />David Lau, a student of Fremont's Irvington High School, stated that he is before the Council as <br />a part of the school-mandated Quest Project organized by teacher and Councilmember Cook- <br />Kallio. He spoke to the Council on Senator Ellen Corbett's S655, which addresses recycling <br />through policy revisions, business grants, and community grants. SB55 would expand the <br />number of CRV recyclable beverage containers to those over 16 ounces as well as those that <br />contain alcohol, nuts, vegetables, grain, and soy. Business grants would assign $20 million to <br />businesses for facility upgrades and retrofits to process these containers and improve recycling <br />abilities while $15 million in community grants would help cities and counties to integrate or <br />improve upon various public recycling, litter pick-up, and conservation programs. Mr. Lau urged <br />the Council to issue a letter of support for SB55. <br />Councilmember Cook-Kallio asked Mr. Lau why he chose to speak in front of the Pleasanton <br />City Council. Mr. Lau said he intends to speak with as many area councils and commissions <br />covered by Senator Corbett as possible. <br />Councilmember Sullivan asked where SB55 was in the legislative process and if time would <br />allow the Council to address it at a future meeting. Mr. Lau said he believes the bill to be in the <br />Committee process. He asked anyone interested to sign a petition he has drafted to the <br />Environmental Quality Committee that is currently processing the bill. <br />Fred Norman invited the Council and public to the Pleasantonians for Peace vigil Wednesday <br />evening. He said he is disheartened that each month only 25-30 people show up to recognize, <br />honor, and grieve for the American soldiers killed in Iraq and Afghanistan. <br />City Council Minutes Page 3 of 17 April 7, 2009 <br />
