chose to allocate more money to the same programs as funding permits. Staff and both <br />commissions are in line with their recommendations and assuming that the Council accepts <br />such recommendations, will return with an action plan at the next meeting. <br />Councilmember Sullivan asked how the recommendations of the subcommittee factored into <br />this process, if at all, and if not, when that can be expected. Mr. Fialho reviewed the 5 <br />recommendations of the subcommittee and said that staff plans to bring them forward in a <br />separate report when the sub-grant process is reviewed. He said that the first recommendation, <br />to see the Human Services and Housing Commissions work together in their roles and <br />responsibilities as they relate to federal dollars, is apparent tonight. <br />Councilmember Sullivan asked if those would be reviewed prior to the City grant process. Mr. <br />Fialho anticipated combining those items into one staff report with coupled recommendations. <br />Councilmember Sullivan expressed support for all of the subcommittee's recommendations but <br />said he is struggling with when to implement them. Mr. Fialho explained that because the <br />workgroup began its process in the middle of the grant review process, there was a general <br />determination that the new process would be initiated in late 2009 to take effect in the next grant <br />cycle of FY 2010-11. <br />Councilmember McGovern confirmed that HOME funds come from HUD and asked if they are <br />always included as part of CDBG. Mr. Bocian said that they are separate but in this case there <br />are generally allocated HOME funds as part of the CDBG process. <br />Councilmember McGovern confirmed that Pleasanton expects to receive $250,000 in CDBG <br />and $100,000 in HOME funds and that low income housing funds are used to provide grants. <br />She said that she is still concerned about Open Heart Kitchen, who received $2,000 less than <br />requested to avoid closure, and asked if anyone is in close contact with them. <br />Mr. Bocian said Housing Specialist, Scott Erickson has been working closely with them to make <br />things viable. Mr. Fialho said he has had several conversations with the Executive Director; <br />while they really struggled last year, the community stepped up with financial support and they <br />were able to recover. They are in a much better position going into this fiscal year but if things <br />deteriorate, the City can certainly step in as an agency to provide support to whatever degree <br />possible. <br />The public hearing was opened.
