Councilmember Sullivan said it is unfortunate that the reduced incentives created such a loss <br />for the net present value. He asked if staff has considered stimulus funding, noting that <br />Pleasanton will receive around $700,000 from the Department of Energy, and what the strategy <br />is there. Mr. Smith said that staff would propose that part of the $692,000 in stimulus funds is <br />used to offset the net present value with the balance to be used for other viable projects. Mr. <br />Fialho added that this project could also qualify for competitive federal grant monies which <br />would leave stimulus funds available for other projects. <br />Councilmember McGovern asked if Well 8 provides water to Zone 7 residents. Mr. Smith said <br />no and explained that City Wells 5, 6, and 8 are used to provide water to residents at a much <br />lower cost than is available through Zone 7. Pleasanton is allowed to pump 3,500 acre feet per <br />year which is used during peak summer periods to keep costs down. <br />Councilmember McGovern cited security issues and robbery of PV panels at the school district. <br />She asked if a security system is built into this plan. Mr. Smith said that a PPA would offset <br />security responsibilities onto the third party. He also noted that the OSC, enclosed by fencing, is <br />the City's most secure location but as it is not manned 24 hours per day, additional <br />enhancements could be considered. <br />Mayor Hosterman noted there were no speakers. <br />MOTION: It was m/s by Sullivan/Thorne to approve issuance of a request for proposal for a PV <br />Solar Energy Project at the Operations Services Center and authorized the City Manager to file <br />a one-year reservation in the amount of $10,000 with the California Solar Initiative Grant <br />Program. Public Hearing: Consider Community Development Block Grant (CDBG) and Home <br />Investment Partnership Program (HOME) Funding Allocations For Fiscal Year 2009 <br />Steve Bocian provided the staff report, stating that the City annually receives approximately <br />$275,000 in HUD funds to be allocated towards public service programs, housing rehabilitation, <br />and administration. He noted that to date, the City has only received $250,000. 13 agencies <br />submitted applications for a total request of $1,138,000. The Human Services and Housing <br />Commissions have reviewed the requests and submitted the following recommendations <br />totaling $510,729 to the Council: <br />• $38.000 to Access Community Health for a women's health center <br />• $202,843 to Neighborhood Solutions for housing rehabilitation programs <br />• $21.657 to Sojourner House for an obligation in terms of debt <br />• $5,000 each to 6 public service program agencies <br />• $6,000 to Spectrum Program for senior meals <br />• $50.729 for administration <br />Staff expects to receive an additional $74,000 in federal stimulus funds, but cannot yet predict <br />total funds and has asked both commissions what they would like to do if more or less monies <br />are received than currently anticipated. Should funding be reduced, the Human Services <br />Commission has asked to distribute funds evenly throughout the seven public service programs <br />and the Housing Commission has opted to reduce the housing rehabilitation program; both <br />City Council Minutes Page 13 of 17 April 7, 2009 <br />
