Land Use <br />One of the primary concerns in reviewing a conditional use permit application is the effect of the <br />proposed use on surrounding uses. The site of the proposed Radayeva Music Studio is located in <br />alight industrial zoned area and the multi-tenant building contains a mixture of office uses and <br />light manufacturing. <br />The regulations of the PUD-I zoning district conditionally permits trade schools. Staff believes <br />that the potential impacts upon the adjacent uses are insignificant due to the scale and hours of <br />the operation of the business. A condition of approval has been included that states that if land <br />use conflicts arise in the futures, the conditional use permit may be referred to the Planning <br />Commission for subsequent review and a public hearing. <br />Noise <br />The private piano lessons will be held entirely indoors with the doors closed. The applicant has <br />already installed sound proofing on the common walls to address any noise issues associated <br />with the proposed use. Staff believes that noise from inside the tenant suite has been adequately <br />addressed with the sound proofing of the common walls to buffer the adjacent businesses. <br />'The hours of operation in combination with the private one-on-one lessons will limit the level of <br />music being generated at any given time. <br />Parking <br />The parking area provides 35 parking spaces. Four (4) of the 35 spaces are in close proximity to <br />the subject suite and additional parking is provided on the street, which is also in close <br />proximity to the proposed location. <br />Pleasanton Municipal Code requires that office use provide parking at a ratio of one parking <br />space for every 300 square feet of gross floor area. The tenant suite in question is approximately <br />1,500 square feet in size. If office use were proposed, a total of five (5) parking spaces would be <br />needed. The lesson would consist of the instructor and a student (adolescent students would be <br />accompanied by a parent). As proposed, the private piano lessons would only require three (3) <br />parking spaces per session to accommodate a parking space for the instructor, one for the <br />student and one for the student transitioning into a subsequent lesson. Staff feels that parking <br />demand can be accommodated on-site given the current parking space count and the <br />appointment-based hours of operation. <br />Staff has conducted several site inspections during normal business hours and concludes that <br />parking spaces are available within close proximity to the subject tenant space and would not <br />Case No. PCUP-154 Planning Commdssion <br />Page - 3 - <br />
