Sonne and <br />Elaine J. Sonne <br /> <br /> (hereinafter referred to as <br />based on the following understandings: <br /> <br />"Owner" ) , <br /> <br /> WITNESSETH: <br /> <br /> WHEREAS, Owner wishes to connect to the City water system in order <br />to eliminate reliance on well water, which is of very poor quality; <br /> <br /> WHEREAS, City policy requires annexation prior to extension of such <br />City services as water facilities; <br /> <br /> WHEREAS, City, in accordance with State and LAFCO policies and <br />regulations regarding annexation, either cannot or is unwilling to <br />annex small portions of neighboring areas in piecemeal fashion, but <br />may wish to annex such properties either alone or in conjunction with <br />a larger area at some future time; <br /> <br /> WHEREAS, the public health, safety, and welfare of the City's <br />residents as well as those in the neighboring community are best <br />served by elimination of inadequate well water and connection to City <br />water facilities; and <br /> <br />~lS|9}iOxllll,?ll{2tSm4mSm6 <br /> <br /> <br />
