• Child-safety of the proposed use: <br />The Commission specifically discussed the child-safety requirements applied to <br />this application. <br />The Planning Commission added the following condition to address the concern <br />of child safety and conduct specific to this project: <br />12. Parents/guardians/supervising adults will be required to pick-up and drop-off <br />child/children ages 12 years and younger and sign them into and out of the <br />facility. <br />• Music studio parking: <br />The Commission considered the staff analysis and conclusion that the street <br />parking on Quarry Lane could be considered for the studio. Normally, street <br />parking is not considered towards meeting an application's required parking, but <br />is appropriate in this case given its close location to the studio. The Commission <br />also discussed the means to protect the Mr. Studzinski's parking from being used <br />by studio patrons and/or instructors. <br />The Planning Commission stated that Mr. Studzinski's parking must be protected <br />by reasonable means. The Commission added the following condition to <br />address this concern: <br />10. The instructors shall park on the street. <br />13. Subject to the 1236 Quarry Lane property owner's approval, the applicant <br />shall pay to have the parking spaces located at 1236 Quarry Lane painted <br />to indicate designated parking. <br />Parking <br />Mr. Studzinski's comments on parking issues at the Planning Commission and in his <br />appeal letter was new information for staff, which motivated staff to revisit our original <br />parking analysis. <br />Staff conducted several site visits between 9:30 a.m. and 5:00 p.m. to observe the <br />instructors and patrons attending the music studio. From 9:30 a.m. to approximately <br />3:30 p.m., staff regularly observed one person at the music studio parked in front of the <br />studio or on Quarry Lane. During this time, staff also regularly observed one other <br />vehicle parked in front of the studio. From 4:00 p.m. through 5:00 p.m., staff observed <br />up to two cars parked by patrons in front of the studio and up to three cars parked on <br />Quarry Lane. Staff was unable to verify the ownership of the vehicles parked on Quarry <br />Lane. When visiting Mr. Studzinski in the late afternoon after submitting his appeal, <br />staff was approached by a member of the music studio staff, asked if they were visiting <br />the studio or the machine shop, and advised to re-park in front of the studio or on <br />Quarry Lane if we were there for the studio. <br />While staff's additional site visits did not reveal a parking shortage, staff does <br />acknowledge that current scheduling of lessons may not represent worst case <br />conditions that could transpire under the use permit approved by the Planning <br />Page 5 of 8 <br />
