ANALYSIS <br />Happy Valley Specific Plan <br />The Happy Valley Specific Plan assigned two land use designations for the project site: <br />PUD-SRDR (Planned Unit Development- Semi-Rural Density Residential) and PUD- <br />OS (Planned Unit Development- Open Space). These land use designations encompass <br />approximately 2.27 acres for the PUD-OS area and the remaining 7.93 acres for the PUD- <br />SRDR area. <br />The Happy Valley Specific Plan allows a maximum density of two acres per lot. The <br />proposed development meets the site density requirements. The Happy Valley Specific <br />Plan sets a minimum lot size of one acre for properties located in the PUD-SRDR district; <br />however it also states that the site development standards (lot size, dimensions, building <br />setbacks, etc.) may vary for "unusual site conditions as long a(s) any new standards are <br />consistent with the intent of the Specific Plan." (pg. 26). <br />The project site is unique in that a seasonal drainage bisects the property line and that the <br />southwestern portion of the site shows evidence of land movement in the recent past.
