She indicated that she understood the exception and limitations of the parcel and that <br />she likes the way the project is laid out. She added that she likes the open space which <br />meets the rural character of the area. <br />Commissioner Blank moved to find that the project would not have a significant <br />effect on the environment and that the proposed Planned Unit Development plan is <br />consistent with the General Plan and the PUD ordinance; to make the PUD findings <br />listed in the staff report; and to recommend approval of the Negative Declaration <br />and Case PUD-77 to the City Council, subject to the Conditions of Approval as <br />listed in Exhibit B of the staff report, with the modifications that the Condition <br />No. 40 include the standard language for the installation of an automatic sprinkler <br />system and the addition of the standard conditions for the green building <br />requirement and the provision for future photovoltaic system. <br />Ms. Decker noted that the Commission also discussed the deletion of Condition No. 14 <br />regarding project phasing, the modification of Condition No. 31 relative to construction on <br />Saturdays, and the modification of Condition No. 51 to clarify the Zone 7 requirements <br />should the existing well be removed. <br />Commissioner Olson seconded the motion. <br />Commissioner Narum noted some typographical errors that she requested be corrected: <br />(1) Condition No. 11, change the word "note" on the next to the last line to "not". <br />(2) Conditions Nos. 20 and 21, change the word "following" in "the applicant shall strictly <br />following..." to "follow." She added that she would support the project noting that she <br />did not think about the argument that four of the lots could be turned into one-acre lots <br />by moving the boundary to the west and getting into the drainage, which she did not <br />support doing. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, Narum, Olson, and Pearce. <br />NOES: Commissioner Fox. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: None. <br />Resolutions Nos.
